Saying that we don't need PBS is like saying that we don't need libraries. It's essential for children to see that art and education are what make humanity strong and beautiful. Either buy a TV to have PBS, or don't bother buying a TV at all. I didn't have cable TV until I was 14, so TV wasn't an end-all-be-all, because it wasn't something that could provide a lot of entertainment that I hadn't already seen after a while. There is no need for you to watch "reality" television. Competitions, sure (American Idol...:P). It's just important for kids if they have a TV to watch that kind of television. Something that congratulates intelligence and ability, without the commercials. It aids the human community more than other channels ever could hope to aid their audiences.
